The Tenant Services Authority

Tenant Services Authority logoThe Tenant Services Authority (TSA) is the regulator for affordable housing, which was established under the Housing and Regeneration Act 2008, and came into operation on 1st December 2008.

The Tenant Services Authority has a very clear mandate

  • To champion the needs and aspirations of tenants
  • To challenge providers of affordable housing services
  • To promote choice for tenants and providers of affordable housing

The TSA keeps a register of providers of social housing giving rise to the term ‘Registered Provider’, Gloucester City Homes as an Arms Length Management Organisation (ALMO) falls under the regulation of the TSA .

Changes in regulation

From April 2012, the regulation of affordable housing transfers to the Homes and Communities Agency as the TSA is abolished; this is part of the changes in the Localism Act 2011.
