Race

The Race Relations (Amendment) Act 2000 places a statutory requirement on the Gloucester City Homes to eliminate Racial Discrimination and promote equality of opportunity.  It requires us to develop a Race Equality Scheme in evidence and produce regular annual reports reviewing efforts and achievements against the scheme.

Race Equality Scheme

Under the Race Relations (Amendment) Act and as part of our Race Equality Scheme, we are required to monitor annually by ethnic group and publish details of:

 

  • applicants for jobs
  • staff employed
  • promotions
  • training
  • grievances
  • disciplinary actions
  • performance appraisals
  • dismissals.

 

This is published as part of the Equality strategy, which incorporates Gloucester City Homes Equality Scheme.

What is a racist incident?

 

The Macpherson Report defined a Racist Incident as:

 

"The collective failure of an organisation to provide an appropriate and professional service to people because of their colour, culture or ethnic origin. It can be seen or detected in processes, attitudes and behaviour which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness, and racist stereotyping which disadvantage minority ethnic people." 

 

As part of Best Value, Gloucester City Homes records the number of racist incidents reported and the action resulting from these reported incidents.

 

The information required comes in two sources:

 

  • Employment issues which lead to grievances or harassment claims
  • Service related incidents involving users/clients/customers. 
     

 

Employee Ethnicity Figures

As a result of the Race Relations Amendment Act public bodies are asked to publish statistics relating to ethnicity and employment. These can be downloaded on this page.
