The Supported Housing Review

Clapham Court sheltered schemeGloucester City Homes provides supported housing services to 506 tenants across 10 Sheltered schemes and 4 Semi Sheltered schemes. This service is partly funded by the Government through the Gloucestershire County Council’s Supporting People Programme and is primarily aimed at people who are over 60 years old and/or have a disability. 

We are aware that a combination of increasing demand for older people’s services and budget constraints will inevitably result in changes to Supporting People services in the coming years. Gloucestershire County Council have published a new Supporting People Strategy to address the issues of less funding and provide a greater focus on supporting independent living for those who most need these services. The Strategy informs providers and customers that there will be a shift in emphasis to providing services for those most in need, with an expectation to expand services into the wider community and not just focus on those living in sheltered housing. 

As with a number of Sheltered Scheme and care providers across the County, Gloucester City Homes is working closely with the County Council to understand what the changes will look like, how they will impact on the services we currently provide to our sheltered tenants and how we can develop our services to meet the challenges ahead and our individual sheltered tenants needs.  

We understand that our sheltered scheme residents are concerned about possible changes, particularly in respect of the role of their Scheme Managers and we have visited each scheme to share the information we have and listen and respond to their concerns. In January we facilitated a meeting with representatives from the County Council and our sheltered tenants. 

GCH’s Director of Housing and Business Development comments: 

‘We are committed to protecting the welfare of our residents and meeting their individual needs. We recognise how highly they value the service we provide to them through our Community Scheme Managers and we recognise the concerns they have about possible changes.’
